What is your version level of Mac Office? As of today, the released version is 15.33. If your version is less than that, you should update and see if that corrects the problem.
Another thought is whether your version is a subscription or retail copy. Many features and updates only apply to the subscription version. If you go to Word on the menu bar and choose the About Word option, that will tell you both the version number and the type of product you have.
Are you using Tracked Changes in the document? I'm wondering if you might have a document corruption because of them.

I found that an attempt to import/insert a Picture would only happen if a slide were already selected (as noted above) but then the new image would replace the one selected. In looking into the matter, I noticed that the picture I was trying to add was a.png image, not a.jpg. By resaving such files into the.jpg format, I was then able to add new pictures by this method: Insert > Blank > [select Blank] > Insert > Picture [select.jpg] Hope this helps. My original document was indeed created as a.doc and that seems to be unacceptable to Microsoft. Creating a new, blank.docx and copying/pasting everything over to it allowed the 'Shapes' tool to become available.
